Chandigarh: Cycle rickshaws, rehris and animal-powered carts can be challaned/fined Rs 300 to Rs 1,000 for violating traffic rules. In case a vehicle/animal is impounded for violation of Chandigarh cycle/rickshaws/loading rehri/animal powered cart (Regulation and Control) Bye-Laws, 2019, then the penalty for releasing the impounded vehicle and animal would be Rs 5,000. The municipal corporation will take up the agenda for amendments in the 2019 bye-laws in its general house meeting slated for May 11. Under the existing bye-laws, animal powered carts are exempted from punishment for violation of most provisions. Now, it is proposed that animal powered carts also be penalised.Under the proposed amendments, in case of violation of traffic rules by a rickshaw, loading rehri and animal powered cart, the challan will be Rs 300 for the first offence, Rs 400 for the second offence and Rs 500 for the third. For every subsequent offence, the penalty will be Rs 1,000. The amendments also propose Rs 5,000 penalty to release the impounded vehicle and animal. In the event of non-registration of the rickshaw, loading rehri and animal powered cart or failure of the owner to obtain a driving licence within 15 days under the bye-laws, the rickshaw, loading rehri and animal powered cart along with the animal shall be impounded by the designated officer. The animal shall be sent to the infirmary and be released within 30 days from the date of impounding, subject to payment of penalty and requisite charges. Charges of the animal’s upkeep will be borne by the owner. Boarding costs will be Rs 100 per day, daily feed for horse/bull will be Rs 500 per day and basic vet care cost will be Rs 100 per day.In case the impounded vehicle and animal are not released by the owner/puller within 30 days, the impounded vehicle shall be dismantled and sold as scrap and the animal shall be sent to a sanctuary, it has been proposed. The Chandigarh administration notified the bye-laws in 2019. lnder Sandhu, district animal welfare officer, Animal Welfare Board of India made a representation to the administration in 2023.
